David Young

David is a member of the Senior Civil Service and is currently working as an HR Director specialising in Organisation Development (OD). David's responsibilities include aspects of OD such as employee engagement, change management, organisational culture, and knowledge management. He also chair's the Cabinet Office OD community of practice which promotes a joined up approach for change and OD across the Civil Service.


Previously David was a management consultant working with Penna, PA Consulting, and PriceWaterhouseCoopers. He specialised in the delivery of business improvement, change and organisation development projects ranging from strategy and policy through to operations.


David holds a Masters degree in Human Environment Relations from Cornell University (1995) and a Bachelors degree in Surveying from Reading University (1992).
