Sir Andrew Foster was appointed as Chair of the review of the future role of
FE colleges by the Secretary of State for Education and Skills and the Chair of
the Learning and Skills Council for England
in November 2004 following his successful work leading the Bureaucracy Review
Group for the Learning and Skills sector.
He has had a long and distinguished career in public service, having served
as Chief Executive of the Audit Commission for England and Wales between 1992
and 2003.
Previous appointments include Deputy Chief Executive of the NHS and Director
of Social Services for North Yorkshire County Council. He is currently Deputy
Chairman of the Royal Bank of Canada and an Advisor to the Chancellor of the
Exchequer on Public Service Productivity and recently completed a national
review of Athletics for the Sports Council. He was knighted in 2001 for his
work in health and government services
