Malcolm Grant has been President and Provost of UCL (University College London) since 2003. He was previously Pro-Vice-Chancellor of Cambridge University and a Fellow of Clare College. He is the current Chairman of the Russell Group.

Born and educated in New Zealand, qualified as a barrister and solicitor in New Zealand, and as a barrister in England and Wales. He is a member of the Bench of Middle Temple. He has specialised in property and environmental law, and in urban planning.

He was Chairman of the Standards Committee of the Greater London Authority and is a Governor of the Ditchley Foundation.

He has been Chairman (1996-2002) of the Local Government Commission for England, with responsibility for reviewing the structure, boundaries and electoral arrangements for local government in England and Chairman (2000-2005) of the Agriculture and Environment Biotechnology Commission, which had responsibility for giving strategic advice to the UK Government on the implications of biotechnology for agriculture and the environment. In that capacity he led the national public debate on GM crops in 2003.
