The RSA and the Chelmsford Town Centre Action Plan – the story so far:
Wednesday 24th September 2008:
At the inaugural meeting of RSA Chelmsford the group heard, on behalf of the Borough Council, a presentation from Derek Stebbing, about the Town Centre Plan. This followed its adoption by the Council on 28th August 2008. Derek’s presentation slides are available from Malcolm Noble.
We agreed that we would focus on the following points:
- Access across Chelmsford;
- Use of waterways;
- Distances from rail and bus stations to the proposed new Chelmer Waterside development;
- A democratic deficit?
- Energy sustainability;
- Arts and Culture;
- Community needs.
Monday 10th November 2008:
At our second meeting we sought to refine our approach to these issues and determine and decide on a way forward. We determined to emphasize the shaping of the built environment and public space.
Our next steps would be to:
- seek advice on design of buildings and the urban landscape
- develop a working relationship with the local authorities (Chelmsford Borough and Essex County Councils)
- establish a link with the School of Design at Writtle College
