In the 19th century, No. 18 became the offices of several organisations. These included Royal Naval Benevolent Institution (1832-1947) and the office of Henry Roberts, the architect of dwellings for the poor (1833-1842). In 1878, occupiers of the premises included the Wine Importers Association, the Freedman’s Mission Aid Society, the Church of England Temperance Sick and Burial Society, the Naval Chronicle and Wellington Gazette. From 1923 until 1939, the National Froebel Foundation occupied the premises.
