Pat Samuel
I retired from the Senior Civil Service in April this year after 26 years in both HM Treasury and the Cabinet Office. My most recent role was as Deputy Director, Public Services in the Office of Civil Society (formerly the Office of the Third Sector) and previously as Head of the Charity and Third Sector and Finance unit in HM Treasury. I would bring to the Council a very wide range of knowledge and contacts in government, the third sector and social enterprise; its potential role in Big Society and the future of the sector in public service reform and service delivery.
I also have very strong links with the volunteering arm of the voluntary and community sector, being very closely linked to recent reforms in that area, particularly in encouraging young people to become more engaged (for example in the 2005 Year of the Volunteer). Having set up the Russell Commission on youth engagement, I have remained a consistent friend and supporter of v, the new youth charity and of the other key volunteering organizations – CSV, BTCV, and Volunteering England. I am also a founding Trustee of The Diana Award, which celebrates the role of young people in community service.
