Significant policy progress has been made since the publication of the the RSA City Growth Commission’s final report ‘Unleashing Metro Growth’ in October 2014. The Commission called for greater devolution to UK cities, enabling them to foster economic growth and tailor public service reform in their areas.
Greater Manchester, Sheffield and Leeds city-regions have now agreed devolution deals with central government. However, as we head into the next Parliament, a more transparent and coherent approach to the process of devolution is needed.
