The Independent Auditor General for Scotland, Caroline Gardner will be exploring the significant financial devolution transforming Scotland’s Budget on a historic scale. This brings new opportunities and risks for public finances. Stakeholder and civic debate as well as robust parliamentary scrutiny, is increasingly essential.

This event gives a great opportunity to hear Caroline's htoughts.  As the head of Scotland’s public spending watchdog and a member of the Scottish Parliament’s Budget Process Review Group, Ms. Gardner is a singularly informed speaker, and her presentation is a rare opportunity for greater understanding of this complex process over the next few years, as well as a chance to debate the scale of change taking place within taxation, accounting and national scrutiny.

Speaker biography:

Caroline Gardner is the Auditor General for Scotland, responsible for auditing the Scottish Government and public bodies in Scotland and reporting to the Scottish Parliament.  She is the accountable officer for Audit Scotland and is a qualified accountant member of the Chartered Institute of Public Finance and Accountancy (CIPFA) and served as President during 2006-2007.   Caroline has held a number of senior positions.  She was Deputy Auditor General with Audit Scotland between 2000 and 2010, including six years as Controller of Audit.  She spent a year as Chief Financial Officer to the Turks and Caicos Islands Government, appointed by the UK Government’s Department for International Development to restore stability to the country’s finances.  Currently she is a member of the Public Service Audit Appointments Board.
